Programme Social Safety in Higher Education and Science
Programme objectives
The programme for Social Safety in Higher Education and Science focuses on creating a safe, inclusive and respectful learning and working environment. Central to this programme is the prevention and addressing of undesirable behaviours, such as (sexual) harassment and discrimination.
Together with the sector, we aim for a cultural shift where every student, PhD candidate, lecturer and staff member feels socially safe. The programme stimulates, develops, funds and monitors initiatives to promote social safety through a learning-focused approach.
Comprehensive approach
We embrace a comprehensive strategy to tackle structural issues surrounding social safety in higher education and science. This approach focuses on three key pillars of cultural change:
- Organisational structure: strengthening structures that support social safety.
- Workplace culture: encouraging respectful interactions in daily practices.
- Complaint handling and prevention systems: improving mechanisms for reporting and preventing undesirable behaviour.
We align our efforts with other national policy programmes, such as the National Action programme on tackling sexual harassment and sexual violence, to ensure a coherent and broad approach.
We pay particular attention to marginalised groups who are at higher risk of social insecurity. This includes female academics, PhD candidates, postdocs, individuals from the LGBTQI+ community and those with migrant backgrounds or disabilities.
Evaluation and embedding
The programme’s progress is closely monitored and annual evaluations ensure that we adapt and improve where necessary. Lessons learned are shared with the minister and the sector to strengthen national policies and embed social safety as a core value within higher education and science.
This programme unites forces within higher education and science to strengthen social safety. By sharing knowledge, developing practical solutions and driving change, we work towards a safe environment for everyone.

The subsidy scheme Social Safety supports initiatives that contribute to a safe, inclusive and respectful learning and working environment in higher education and science. Whether short-term activities or long-term projects, proposals from students and staff are welcome.

The Steering Group Social Safety in Higher Education and Science works together with the sector to develop initiatives that enhance social safety in higher education and science. We aim for a future where everyone feels safe and respected.
